Using Software Update is faster and easier than upgrading by other methods, and it might require less storage space to download and install the upgrade. Software Update shows only upgrades that are compatible with your Mac.
If the macOS that you want isn't compatible with your Mac or the currently installed macOS, the installer will let you know, and the App Store might prevent you from downloading it. For example, it might dim the Get button, say that the macOS is not compatible with this device, or say that the requested version of macOS is not available.

Ugh, I have this very same problem. In both the Command-R and the Option-Command-R approaches to reinstall, I get error messages that a download is missing. Any other ideas? Thanks very much for your help!
Update - I downloaded the current os on to an external hard rive plugged it in and tried again with cmd and R. I doubt it was connected but the only option it gave me was downloading Yosemite, which it did, all the way through this time. I tried to install it but it wouldn't let me as I have a newer version installed.
To download a different version, that =version must have been "purchased" using the Apple-ID currently in charge of the computer AND the version to be installed must be greater or equal what was last running -- you cannot go backward without erasing the drive completely, and to do that, you need "somewhere else to stand" (another instance of a Recovery partition or another working MacOS) -- you cannot 'cut off the tree branch you are standing on'.
I am having this same problem. When I try to reinstall OS X Yosemite I receive the message "to download and restore OSX your computer's eligibility will be verified with Apple." I click continue and get text yellow triangle with the message "a required download is missing". How do I correct this and get the "required download?"
My struggle: A prohibitory symbol on my late-2011 Macbook Pro after erasing. I could not re-install the OS using any of the recovery mode options (command, R, option). I tried them all and a download was always missing despite being connected to the internet. I then attempted to create a bootable installer using the new computer with Catalina. Downloads from Apple.com for bootable installers came as a .dmg and those never worked. What I needed was the installer file with the down-arrow called "Install mac OS ____". With the new App Store after OS Mojave it was impossible to download these. I even tried torrenting this product from The Pirate Bay and putting it on a bootable USB. This would have worked but then during installation I got the error message: could not be verified. I then tried an old CD installer for Snow Leopard. Apparently this was too old for a 2011 MacBook Pro.

Use a 7-Zip File Manager application window to extract the OS X Install ESD folder, 3.hfs file and the InstallAssistant.icns file from the InstallMacOSX.dmg Mac disk image file to your Downloads folder. Internally, the BaseSystem.dmg Mac disk image file contains a drive that are using the Apple Partition Map (APM), which is not well supported in a Windows environment. This step creates a GUID Partition Map on the USB flash drive instead of copying the APM from the BaseSystem.dmg file. Once the partition is created on the USB flash drive, the HFS volume image stored in the 3.hfs is copied to this partition.
In the listview pane, right click on the InstallAssistant.icns file, then select "Rename". Change the name to .VolumeIcon.icns. When finished, the treeview and listview panes should appear as shown below.
Use the File Explorer to delete the OS X Install ESD folder, 3.hfs file and InstallAssistant.icns file in your Downloads folder. If you wish, you can also delete the downloaded files. When finished, close the File Explorer window, then empty the Recycle Bin.
I did a full re-install of dropbox on my mac. MBP Retina 2014 running Yosemite.I even try selective sync and choosing to sync nothing and the app is still stuck in "Downloading file list"My only solution right now is to turn off dropbox on my mac.!
I have been working with Dropbox support over the past 3 days and we seem to be getting things back on track. They had me quit from Dropbox, download the newest version then perform a series of terminal commands to change ownership of some folders, modify some permissions and rename a couple of folders. After the commands were completed I installed the new Dropbox program and signed in.
Initially it appeared stuck at downloading the file list again and sat for more than an hour. I paused the sync overnight then resumed the sync in the morning. A couple of hours later I checked the status and it was resenting my entire Dropbox folder structure.
As of right now I have 3800 files remaining to sync out of >300,000. In another day or so after the sync finishes I will try adding a new folder with files to see if syncing is working properly. Fingers crossed!
I have the same problem. I tried all the solutions that are floating arround the internet: relinking, reinstalling, emptying cache, selective syncing, fixing permissions from dropbox, fixing permissions from terminal. I left my MBP on for several hours but it's still loading the file list. Last change is over 2 weeks ago ;-(
